1. WRU pathway rules apply.
2. All players must be correctly registered, both club officials must be satisfied that registration forms are in order before commencement of game. (No card, no play). Cards must be handed to opposition officials prior to the game and collected upon completion of the game.
3. 22 squad members for competition games. All substitutes can play, when substituted a player cannot return to the field. Front row exempt. (Blood replacement rule applies).
4. Players are cup tied to one particular age group within their clubs.
5. Players who have played for a club in the competition, then transferred are deemed to be 'Cup Tied' and cannot play for their new club for the duration of the competition.
6. Team sheets are to be given to referee's prior to the games commencing. The winning team collects teamsheets at the conclusion of the game, signed by the referee with the result, then immediately forwarded to the group co-ordinator.
7. Pool Points System - 3 points (win) 1 point (draw)
If pool positions are equal after all games played. The positions will be decided by the result of the game between the clubs involved. Away team will be regarded as winner - points will not be deducted at this stage, only the positions in pool will change, and adjusted accordingly.
Semi-Final - If game is drawn - Try count will decide winner and if try count is equal, away team progress.
Final - Try count will decide if draw game after full time game. Shared if try count is equal - No extra time.
8. A minimum of 13 players must start the game, the opposing team must match the amount of players, in accordance with the pathway rules. If a team cannot start with a minimum of 13 players then the game is forfeited without question. Injuries and sending off during the game, the opposing team does not have to be disadvantaged by removing their players.
9. If a player is sent off then the player will not be replaced, and the opposition do not have to remove a player to even up the numbers. The referee must report the sending off to the U19 disciplinary committee. There will be the use of the sin bin in all cup games.
10. Referees - The home team is responsible for providing a neutral referee. Level one or above. If the home club cannot appoint a ref, the away team must be given 48hours notice. The away team must then be offered to bring their own ref of their choice to the game, level one or above. (This rule is for the benefit of delayed games).
11. Games - All games must be played on or before the designated dates.
12. If the home team cancels a game for inclement weather or pitch conditions, then the game must be immediately offered to be played at the away teams venue. (The away team is still deemed to be the away team). Referees should follow suit.
13. Front Rows - Passive scrums can be played from the start of the game. (The result will stand). Notification must be given to the opponents, if a club cannot field a front row. (No reason for game to be cancelled). (Totally none contested) play game as normal. No strike (Hookers).
14. If teams for whatever reason have no intension of playing their cup fixture,the opponents and committee must be informed immediately.Forfeiting games is not exceptable. (Will result in being omitted from competition).
15. If a team cannot field a team because of school trips/tours etc, notification must be given to the opponents and committee as soon as possible. Names of players with a signed document with the trip organiser must be forwarded to the committee or age group co-ordinator.
16. Clubs must endeavour to play postponed games at the earliest availability. FRIENDLY GAMES DO NOT HAVE PRIORITY.
17. All teams must send a detailed squad sheet to the junior osprey cup registration secretary before the commencement of the whole tournament to keep on record for the season.
IN CASE OF A DISPUTE THE COMMITTEES DECISION IS FINAL!
